Women and sexual and ethnic minorities suffer when hate controls actions.  Cities for CEDAW, Human Rights cities and cities acknowledging the human rights of those who are abused, become more significant as refuges for targets.  We cannot rely upon protection from federal sources.  Cities will provide the base for human rights advocacy.
